I don’t have an “Accounts” tab, only an “Account Settings >>” link and there is certainly no “Send mail as” section…

I just double-checked, it’s all there: first I clicked on “Settings” (at the top right of the GMail interface) and then on the “Accounts”.
Maybe they’ve deliberately disabled it just on your account? ;)
Benjamin, you have to switch your language back to “English (US)”, then it will show up as described. I was on UK English and had the same problem.
